Most founders get their first app quote and cannot tell whether it is reasonable. The range is genuinely enormous, and unlike a website, there is very little you can compare it against. The three bands

These are agency quotes, and they cover complete delivery: design, frontend, backend, testing and release. Freelance quotes come in considerably lower and generally exclude backend infrastructure, proper testing, deployment and any support afterwards. That is not dishonesty on the freelancer's part — it is a different scope — but founders comparing the two numbers side by side are comparing different products.
What moves a project up a band
Complexity is not about screen count. It is about how many of these your app needs:
- A backend of your own rather than a simple data store
- User roles and permissions beyond a single type of user
- Payment integration
- Offline functionality
- Integration with a third-party system you do not control
- Real-time features such as chat or live tracking
Four of these takes a project out of the simple band. Recognising that early is worth more than any negotiation on the hourly rate, because it lets you decide deliberately whether you need the fourth one in version one.
The platform decision
This is the single largest lever available to you, and it is decided before any code is written.
Building natively for iOS and Android means two codebases and roughly doubles the frontend effort. A cross-platform framework such as Flutter cuts thirty to forty per cent from that cost, with no meaningful performance penalty for the overwhelming majority of business applications. Native still earns its place for graphics-heavy products, deep hardware use, or when you need a new platform feature the day it ships.
For the Indian market specifically, Android-first with iOS following remains commercially sound. It halves the initial build, and it targets the platform the majority of your users are already on.

Flutter specialists sit slightly below native developers; backend specialists command a premium. The blended agency rate is the number that matters when comparing a fixed-price quote, because it tells you roughly how many hours the supplier thinks the work will take.
The budget line nine proposals in ten omit
Maintenance runs at fifteen to twenty-five per cent of the original build cost, every year, and it is not optional. Operating systems change annually, SDKs are deprecated on the platform's schedule rather than yours, and both app stores remove applications that fall too far behind their requirements.
An app with no year-two budget degrades noticeably within about eighteen months and eventually faces removal. If a proposal does not mention maintenance at all, the budget in front of you is incomplete — and the shortfall arrives at the point where you have already spent the build money.
The advice that saves the most money
Identify the three actions a user must be able to perform for the app to be worth having. Cost only those.
Most first quotes come back at mid-range complexity, and a large share of that complexity is features included for completeness rather than because a user needs them in version one. The gap between the simple and mid-range bands is roughly ₹12 lakh. That is the most expensive decision in the whole project, and it is made in a scoping conversation rather than a negotiation.
Everything you leave out can be added in version two, funded by whatever version one proves. Everything you include has to be built, tested and maintained from now on, whether or not anyone uses it.
